Our mission is to train public and nonprofit managers in the ethical values and technical competencies associated with outstanding public service.

The William P. Hobby Center for Public Service at Texas State University

In July 1996, Texas State University established the Public Service Academy to deliver the CPM Program in Texas. In 1998 the name of the Texas State University Public Service Academy was changed to the William P. Hobby Center for Public Service after former Texas Lt. Governor William P. Hobby made a $1 million donation to Texas State University to help fund the Texas CPM Program. Governor Hobby’s gift also provided funds to support the William P. Hobby Professorship, held by Dr. Howard Balanoff, and public service activities such as the annual William P. Hobby Distinguished Lecture, Hobby Scholarships/Fellowships and Student Teaching/Research Assistantships.

Texas CPM Program Graduates 78 at the Texas State Capitol on June 3, 2024

The Texas Certified Public Manager (CPM) Program Graduation was held on Monday, June 3, 2024, in the Capitol Auditorium at the Texas State Capitol in Austin, Texas.  A reception for the graduates and their guests was held in the Legislative Conference Room of the Capitol Extension.

2025 Arlington CPM Program Now Open for New Registrations

The 2025 Arlington CPM Program is now accepting registrations for the 2025 CPM Program which begins in the middle of January 2025.

About the CPM Program

The Certified Public Manager(r) (CPM) Program Texas was established in 1995 accredited by the National CPM Consortium. We graduated more than 2200 public and nonprofit administrators with the CPM designation through partnerships with other major universities.
