Our mission is to train public and nonprofit managers in the ethical values and technical competencies associated with outstanding public service.

The William P. Hobby Center for Public Service at Texas State University

In July 1996, Texas State University established the Public Service Academy to deliver the CPM Program in Texas. In 1998 the name of the Texas State University Public Service Academy was changed to the William P. Hobby Center for Public Service after former Texas Lt. Governor William P. Hobby made a $1 million donation to Texas State University to help fund the Texas CPM Program. Governor Hobby’s gift also provided funds to support the William P. Hobby Professorship, held by Dr. Howard Balanoff, and public service activities such as the annual William P. Hobby Distinguished Lecture, Hobby Scholarships/Fellowships and Student Teaching/Research Assistantships.

Texas CPM Program Graduates 38 at the Texas State Capitol on December 4, 2023

The Texas Certified Public Manager (CPM) Program Graduation was held on Monday December 4, 2023.  The graduation was conducted in the Capitol Auditorium at the Texas State Capitol in Austin, Texas.  A reception for the graduates and their guests was held in the Legislative Conference Room of the Capitol.

2024 Arlington CPM Program Closed to New Registrations

The 2024 Arlington CPM Program which begins in January 2024 is closed due to the large number of participants registered. The Texas CPM Program in Arlington is still  accepting registrations for a waiting list for the 2024 CPM Program which begins on January 10 & 11, 2024. Persons wishing to be added to the waiting list for the 2024 CPM Program in Arlington should contact Dr. Howard Balanoff, Co-Director of the Dallas/Fort Worth CPM Program at hb02@txstate.edu or 512/694-7864.

The Certified Public Manager(r) (CPM) Program Texas was established in 1995 accredited by the National CPM Consortium. We graduated more than 2200 public and nonprofit administrators with the CPM designation through partnerships with other major universities.
