Effective August 1, 2016, as authorized by Texas Government Code Section 411.2031, an individual who holds a valid license to carry a handgun (“license holder”) is allowed to carry a concealed handgun on or about their person on the campuses and certain other locations associated with public institutions of higher education. The law allows the University President to establish reasonable rules, regulations, or other provisions regarding the carrying of concealed handguns by license holders on the campus of the institution or on premises located on the campus of the institution.
